How urgently do you need a European licence? EASA is in the process of taking over responsibility for licensing rulemaking and it may be more simple when these rules are adopted. It's not a topic that I am involved with so I'm afraid I don't know the dates involved or what is proposed under the new regime but I suspect that there will be clear policies and rules (lots of them, I am sure!) that individual states have to adhere to.
If your need is urgent then you could try the UK CAA. Their reputation may precede them but I suspect that the rules that are applied for your situation will be clearly documented.
