How to get a JAA ATPL when you work in Asia?

Greetings,

I am a French expat pilot in Asia. I hold 3 licences:
1. CPL HKCAD with a type rating B737-800,
2. DGAC-JAA CPL (with a frozen ATPL))
3. ATPL FAA with a type rating FAA B737.

Expériences en vol :
  • 5100 HdV total
  • 3200 P1
  • 1500 P2
  • 2300 Multicrew
  • 1700 Turboprop
  • 700 Jet
  • 2000 EFIS
  • 2800 Multiengine
  • 3000 Instruments
  • 1000 night
  • 1700 JAA FI/CRI
I need a full JAA ATPL. But at this time it seems that is impossible in France, for different reasons (but maybe I am wrong)…
  • Firstly, because France does not apply the JAA FCL as it is issued by JAA.
  • Secondly because my Type ratings (either from HK or FAA) cannot be added on my French-JAA CPL. Why, because the training organizations where I got the ratings are not approved by the French CAA (no kidding…). Even Alteon, the Boeing Training Organization is not approved by French Aviation Authorities… Could you believe that…
  • Thirdly because any of the (French) Approved FTO never replied to my requests (to get the ATPL practical test required by the French CAA)
  • Because France denied what they call Patchwork Licenses (ie: CPL in France, IR in Germany, Type rating in Belgium, and ATPL in Sweden, etc.). On what basis? I do not know, even though I guess. And as much as I can remember, I never read that in the French FCL-1.
Therefore, I would like to know if someone already experienced such similar situation…

The only solution I am thinking is to ask a transfer from France to another JAA state, where I could add my rating and request an ATPL.
