I have read in the jeppesen the ATC section who refer to

This publication is only
advisorybut it gives a CASA preferred
method for complying with the
Civil Aviation Regulations (CARs)
1988.
But it is a reference for :Who this CAAP applies to
This CAAP applies to all operators of Australian aircraft.
and it doesn't concern the ETOPS section .
So How does the American company or BA use INTER For their enroute alternate aerodrome ?
