Not quite. Various parts of the Beeb have to be self-funding (the website, BBC World, BBC America, etc) and,
afaik, only the UK broadcast channels are funded by the licence fee.
I think the figures that came out actually suggested that things like BBC America/World actually subsidised BBC "UK", so ya can't complain too much.
