Asking to squeeze another in is just that no matter how you look at it.
It just goes to show that ATC is art not science.
Of course having the 12 aircraft for the H:00 to H:20 turn up in the first 8 minutes and then reading Hello for 5 minutes at the end with nothing on freq just proves that.
