I know very little about lames and even less about industrial relations but do understand
PR spin and basic psychology.
I think a work to rules campaign can be spun to look - to the general public and politicians - pretty much the same as a strike. (I know it is totally different in real terms and at law), I refer only to the perception that could be spun out of it. I can see the media stories of the needy and unfortunate traveling public grossly disadvantaged by the selfish, money grabbing lames. Damaging our national icon's reputation worldwide.
Might this not lead to a rationale for the movement of more and more engineering off shore?

Do I have a better idea? No. More and more labour is becoming a world market. This fact will touch more and more of our lives.
