I don't know why the guys and gals from JNB can't or won't give you a reason. Maybe its still the same old story about staff shortages and therefore closed sectors.
Maybe you should write to ATNS in Isando and ask them why they can't or won't cough up the money to get guys from overseas to help out or try harder to make the local guys stay. Having said that, a person should just add that more money would obviously mean more route fees by the client, more approach fees, higher ticket prices etc etc

World wide shortage of ATCs is somewhere around 15%...... increasing. The delays or congestion as it is known in JNB, is here to stay!
