I think this is the crux of the issue. Giving HM Forces 5% as a retention measure (versus the 2ish% for the rest of the public sector) would be purely a political move so Des et al can say they care, we are brave, doing a difficult blah blah blah. In reality I don't know anyone who would actually be retained by pay, short of a 20% raise -
pay isn't the issue.
