I have not heard that the scholarship is back, however, I would imagine that 13 hours is enough to send a cadet solo, rather like the gliding ascholarship which offers enough launches to send cadets solo (or solo standard).

If you are a member of the ATC, check with your CO or Wing flying/gliding liason officer.
