Have you compared the pilot contracts of PAL and Cebupac? Ask around or try to get a copy and see which one is more acceptable to you. You'll be surprised with the terms.
Have you considered accepting whichever offers a job first? Or is it that important for you to go to PAL? You might get a quicker upgrade in Cebupac and if they accept you earlier then what a bonus.
My hunch is the lady you were talking about is not from HR but the one in SAVP. Watch this face....
