Think about it Kids if you had 3 instrument rating renewals it is very likely that you have multi-engine time already. Unless you have been just flying single IFR for the last 3 years. It is an indirect way of asking for multi-engine time. Preference will always be given to anyone with multi-time. Although considering the current aviation climate they may be inclined to reduce these minimums.
