The regionals being Eastern, Sunstate and Jetstar are going to Perth from 1 October along with the 20 MAM. They are not staying in their home base.
I would assume once the new Cairns short haul base opens on 1 Sept permanent crew would be able to place their name on the transfer list to Cairns and so would the Cairns crew who would like to get out.
Not sure about MAM. However Cairns short haul crew will have access to FWA as this is an EBA requirement. Obviously this will not be available from 1 Sept but MAM's will be placed into Cairns at some point in the near future to allow permanent Cairns crew access to FWA.
Since the introduction of Carmen the flying out of Perth has increased by over 50% with no real increase in the amount of permanent crew there is only something like 70-80 permanent crew whereas something like 140-160 crew are needed per day thus the large number of MAM's within the base to cover the flying.
