Surely with some thought you can deduce that this is a bad idea because it will work against most pilots who really want a shot at that job. When government pays for anything it wants to extract as much publicity and political support from it as possible.
Such a petition is best kept away from politicians who after all are good at next to nothing in life other than scheming and standing on other people's sacrifice. Just get a plan together and get on with your training. You'll no doubt come across all manner of hurdles in your latter career where you'll have to fend for yourself without government nor public help. Besides getting help means having to give something back in return. If you really want them to help you could consider the armed services, there are a variety of positions as aircrew not just pilot and that would stand you in good stead.
