The information in the AIP is correct. Maybe you misdialled.

Unless alternative arrangements have been made with the appropriate ATC Unit, an initial telephone call shall be made to
the ATC Operations Department (as detailed below) to ascertain the notification required to operate flights in Controlled Airspace
involving aerial tasks which do not follow published routes or notified procedures.

(a) for flights south of 5230N, (except as at (b) and (c))

Note 1:

For applications using the NSF E-mail address ([email protected]), the ATC Unit to which the
application is being made should be placed in the ‘Subject’ heading (ie LACC).

Applicants using the E-mail facility should ensure that the file sizes do not exceed 5MB. Zipped files are acceptable.

Note 2:

For applications using the NSF E-mail address ([email protected]), the ATC Unit to which the application is being made should be placed in the 'Subject' heading (ie LTCC or London CTR/London/City CTR/CTA).

Applicants using the E-mail facility should ensure that the file sizes do not exceed 5MB. Zipped files are acceptable.

Applications are to be made using the LTCC Application Form available by E-mailed request from the aforementioned address.

Note 3: For flights north of 5415N, operators are strongly recommended to apply for NSF for operations within Class F airspace.

Note 4: For the purpose of this requirement, a formation flight of civil aircraft intending to operate in Controlled Airspace is considered to be a Non-Standard Flight.

Note 5: Applicants using the NSF E-mail address ([email protected]), should ensure that the file sizes do not
exceed 5MB. Zipped files are acceptable.
