Why should he? he has people to do that for him....surely, all the Captain needs to do is fight and Command. Why does the Captain of a ship need to be a fishhead?
I believe a noted Russian (well Russian occupied territory) and long serving Admiral would isagree that a Captain should rely on experts to run his ship for him.
