The governor sensing engine RPM changes and applies corrective force directly on the throttle. The inputs to the throttle are through a friction clutch which can be easily overridden by the pilot. The governor only works above 80% RPM.
Straight from the flight manual page 7-17, you should read the Pilot Operating Manual to become more family with the systems in the R22.
