Having been an English as a Second Language teacher for many moons, I don't see how " less errors " is actually wrong. Likewise, " fewer than 45% " is OK when the number in question is a countable amount, ie, 'fewer than 45% of the people were actually wearing shoes".
"Less" and "fewer" are perfectly interchangeable in that situation, and every example sentence I can come up with.
