Not that cold, average around -35, centigrades that is. Sometimes it can get down to -60, but you will get used to it. If you don't freeze to death before that.. But there could be a day or 2 in the summer when the temp gets above zero, very nice.
Seriously, you are going to a very nice country with high standard of living and very nice people. Can't really comment on the money issue, but that amount sounds like enough, depends what you're used to, of course. Oslo is an expensive city, but I've never lived there so don't know about the rents etc.
