JAH seem to be choosing to disregard most aspects of the masterplan (ie. new runway, maintaining and developing existing facilities etc.), but latching right on to the part of the masterplan they feel will bring them the big bucks. The development of this land has been in the masterplan since 2000 or so. That seems to be the only part of it they have read.
It's almost as if they are real estate developers, rather than the operators of an airport. Oh, wait... They ARE real estate developers, my mistake.
Any bets on whether the airport will actually see any of the money raised from the development of the land?
