The JAA
have considered it. They, along with ICAO and more than 50 other members, were part of the working group that produced a recommendation to the FAA leading first to a proposed rule, and now to this final rule.
JAA (EASA) and ICAO intend to adopt similar rules, although there are likely to be some differences.
