It's going to get down to your SOPs. For our operation, the aircraft must be established in the landing configuration and stabilised, by 1000 feet AGL, that's typically somewhat after the FAF, i.e. the low drag approach with approach Flap at the FAF, and Gear and Landing Flap somewhere between FAF and 1000 feet.

In IMC conditions, our SOP does align with your thinking, i.e. the aircraft fully configured for landing with checks completed at the FAF.
