Call me old fashioned...
...but for genuine competition shooting, couldn't the Armed Forces permit use of their armouries and ranges for suitably vetted (civilian) shots?
Every armoury I have ever been in has a motley collection of civil weapons in the corner, belonging to members of the unit. Most major units have at least a 25m range, extensive armoury and ammunition storage facilities, all protected by dogs and armed guards 24/7.
Having people who know how to shoot straight might just help foster an interest in shooting, the most basic military skill amongst those whose "day job" rarely involves small arms. I for one hated having to do the annual APWT shoot, I was crap at shooting. Then I was asked along to a range day with the shooting team and never looked back. It's actually fun, when you're not being concurrently fcuked about with NBC gassing etc.
