Because there never was a separate code, they just changed from 6-7 digit numbers to 8 digits, and they used 3 and 17 to prefix those numbers. The code is only +973.

NOTE: Effective 1 December 2003, all Bahrain numbers were converted to 8 digits:
Previous six-digit fixed line numbers were prefixed by 17.
Previous seven-digit mobile numbers were prefixed by 3.
Parallel running of old and new number formats began on 1 December 2003 and will remain available until 1 June 2004,
when only the new eight-digit numbers will be valid. The old numbers will then be connected to a recorded announcement.
