It should be done the other way around.
The medicals, psych tests, interviews and assessment etc BEFORE the money is spent. Then you would only have a few, far more suitable candidates for each job, instead of the flood of all and sundry that they have now.
Surely this would be cheaper and better. for both the company and the pilot candidate.
Maybe it would be worth paying for this first, to assess whether it is worth spending $100,000.00.
