With the brief description that you've given, I would think that it refers to a qualified pilot, who, in addition to his/her normal piloting requirements, also has qualifications and/or responsibilities in the "Technical" area, e.g. Performance Engineering.
There's quite a few of us who fall into that bracket on these pages, in a considerable number of areas.
