AFAIK, after the FEB incident, the ATC shutdown the radar completly - now, that's really stupid...
Especially that EPPO is very prone to this type of mistakes - when approached from the south (from CZE VOR), the correct runway is barely visible (especially if you don't know where to look for it), but you can see the big gray military airbase runway, telling you "Land on me!!"
