My understanding is that awip infomation is collected from sensors based at the ad so bom or casa wouldnt be that interested. probably the main reason your ad operator doesnt want to set one up would be cost.
The place already has an AWIS, so the sensing and recording equipment is already there. All they'd need to do is get it hooked in to a radio transmitter.
