I read before that the Russian government impose a minimum price on airline tickets (depending on the route), to safeguard Aeroflot by invading low cost airlines.
i.e. Clickair will not be allowed to sell tickets between Barcelona and Moscow under a certain price that will be stipulated by the Russian government.
