You basically want to stop anything coming out of the nose under extreme breaking, or causing airframe damage if it shifts. The restraints, I agree, are normally sufficient, but if a "person" doing the tie downs is slack, or the LoCo Bloko couldn't be stuffed calculating the restraint properly....
