Turboprops look like that. In fact, F27s and the 748 have a positively frightening nose down angle on final approach thanks to a lot of lift from the prop wash going over the wing. When they get near the runway, the nose lifts flat like that. The picture looks like a normal approach by a large turboprop- in this case a 4 engined one with masses of lift from the props. If you couple into that it may very well be empty, then it will indeed appear 'flat'.
