The ICAO has overcome opposition from most African and South American countries to win approval of a plan to open the organization's safety assessment records to the public. ICAO`s top official Kotaite offered up to two years to get national aviation safety records in order and allow the organization`s safety assessment to be made public. (International Herald Tribune)
and there is already an unofficial list circulating of the countries not up to standards (source is the French parliament):
Albanie, Belize, Biélorussie, Birmanie, Botswana, Burkina Faso, Cambodge, Cameroun, Chypre, Croatie, Ghana, Guyana, Kenya, Laos, Hongrie, Macédoine, Mali, Mongolie, Mozambique, Niger, Ouganda, Palaos, Papouasie-Nouvelle-Guinée, Portugal, Russie, Samoa, Sénégal, Togo, Tonga
Note that countries that have not been audited yet by ICAO are not listed (eg. Congo RDC, Liberia). But surprise surprise, we find EU countries and Russia!
