To add to the confusion - if you define a flight as starting when the a/c moves for the purpose of take-off and finishing when it stops for the purpose of disembarkation (or whatever it is), wouldn't getting out anywhere mean it wasn't a x-country flight but x-country flight
s and therefore wouldn't qualify?
I vote that both your scenarios qualify, for what it's worth.
