If we eliminated NDB as an option (as NDB not VHF but HF), and we know that ATIS IS broadcast on VHF (most major airports do so) then we have disposed of A, B and C, leaving D as the last man standing? The key point being ATIS is a VHF service
I just cross checked this with the GTS notes and they say "...on a discrete RTF frequency or in conjunc with an appropriate VOR". Also (explicitly) not on the voice channel of ILS.
Note this is UK, may be different in far flung places, but it is a JAR/UK exam..
