This is not quite correct JAR FCL 2 states "A Registered Facility can only give training for the issue of a PPL(H) on a helicopter with a maximum of 4 seats"
SO an FTO approved to give PPL(H) training as one of it's course's can give PPL(H) training for the issue of the PPL(H) on a helicopter with more than 4 seats.
