I don't think it is ACPA that is holding up full implementation of FOQA. If you are in a position to read any of the posts that Don Hudson has made (I don't think he posts here in PPrune) on FOQA I think you would agree that ACPA is not the holdup.
Don, btw is one of the prime movers on the ACPA side of the program and his posts on the subject are well worth reading."

Fair enough...I was originally annoyed at the thread stating that WJ pilots were a bunch of cowboys and was defending the safety implementation and the equivelant at Air Canada. While I can only defend our policies I cannot state for fact what AC's reasons for not implementing an equal level of FOQA and would be interested in finiding out the difficulties in starting the program from Don.....
