I don't think it is ACPA that is holding up full implementation of FOQA. If you are in a position to read any of the posts that Don Hudson has made (I don't think he posts here in PPrune) on FOQA I think you would agree that ACPA is not the holdup.
Don, btw is one of the prime movers on the ACPA side of the program and his posts on the subject are well worth reading.
