The large majority of Oxford students going there will be Integrated and doing the SEP part of the training. All the ME is done back at Oxford. Most of the modular students will be doing the ME class rating there, but not IR. So the requirement for ME FI might be fairly low.

Porridge, Goodyear might be a bit isolated, but that's pretty much the reason Oxford are moving there :-) There was a lot of time and money wasted waiting for take-off clerance at Scottsdale. And you can still drive or get a cab to downtown Phoenix, it's really not that far.

As for immigration, you definitely don't need a green card! If you had one, there would be no limitations to what you could do. You'll need to get a temporary work visa, which won't be hard with the backing of the school.
