In fact by law you don't even have to reply to the application, also it is strongly suggested by my legal consultant that if a candidate is interviewed then he/she is morally(not legally) entitled to a reply, positive or negative, but the reply not include any reason.. .. .Therefore all you mention about "the law" is in fact not true.
