The republican terrorist aim in Northern Ireland - when distracted from criminal activity - was political leverage, so they targeted 'the Establishment' irrespective of the party in power. By the early 1990s they realised that attacks on the military achieved very little in terms of either public opinion or political leverage, but attacks on the finance industry (Canary Wharf, Bishopsgate) threatened Britain's invisibles, and attacks on the road network in the run up to the 1997 elections caused maximum buggeration and underpinned Major's moved towards the GFA, which was courageously carried on by Blair.
