If the
"big brown envelope" contains the acknowledgment of an extremely viable concept, then the big three had better do more than simply think.
If the
"big brown envelope" contains a 'Request for Proposal' from the US Government, then the big three might consider that Bombardier is looking for a new aircraft to build.
