Everybody is expanding and short of captains.
"Base me here/there or I quit." See what happens. You may succeed. If not, you are no worse off than before.
Alternatively, you can appraoch the opposition and say "I will join if based XYZ." If they agree, get it in writing, as many have had their 'gentleman's agreement' dishonoured.
At least do something!
