Speaking for myself, I'm interested in the Localiser only. Glidepath is your issue (unless of course I was foolish enough to leave you too high, then it does become my issue as well.
). I would ask a pilot to report established on the final approach track if I was vectoring for NDB, VOR or TACAN ( for the mil guys) approach as well.
Why? It lets me know when vectoring is truly terminated and you are happily under your own nav again. Also my book (albeit an Australian one) says I have to ask you to report established
.
Provided I've given you the start altitude for the approach and cleared you for the approach, then level assignment is sorted from my end and becomes your issue ie your interpretation of the procedure.
