If you want to contract on an ACMI basis you have to have an AOC, if you do not have an you have to be a licenced tour operator. Or you persade some airline to operate using their flight prefix, take all the financial risks and hope it does not go wrong. BWA did this for Warren in Italy and Franco in Luton and where are they now!!!!
