It is SOP in my company to call out these LOC/VOR radial/pseudo vortac lines alive, as well as radio altimeter alive (mountaineous terrain). I think you're right. It should be like that. It is very surprising to see how easily pilots who almost never flew visually in their life can miss the runway during visual approaches. No PAPis? What should my height be at this range from threshold (called out by PNF)...?
