Poor airmanship or not, the Commander of the aircraft
on the runway decides what is...and is not, proper, when deciding to exit.
Not the tower controller.
Not so called spotters.
No one but the guy (or gal) in charge.
Period.
I often wonder why 'others' think that this is not good enough.
