The general rule is that lotteries cannot be run for private or commercial gain.
Hmm, now 448 tickets at £29 ea is over £12k, and the cost of a NPPL is what, £4-6k I'd assume? Leaving a rather hefty wedge left over........and it seems, all his "company" is doing, is running this lottery, which it would seem breaches the quote above?
