Actually, you will find that those Low Vis criteria values you have given are incorrect.

Low Visibility Procedures are in force when:
1) The IRVR is LESS THAN 600m (Met Vis when IRVR is not available)

and/or

2) Cloud Ceiling is 200ft OR LESS
