This was explained to me by a Turbomeca rep some time ago, comparing the Arrius and the Allison 250:- Allison allow a 3000 start cycle life on the turbine but require that you log each start. TM don't require starts recording but they allow for that by having a 2000 cycle limit. As sickorski says, there will be something about it in the AMM.
As regards comp washes, we used to fresh water rinse our Arrius 1A every day; when we changed to the 2B it suddenly became something TM didn't want us to do. Now that some 2Bs have been suffering suspected contamination it looks like becoming a bright new idea....
