Well, you could invest in the runway and tarmac areas so you arent trying to avoid the tufts of grass and the broken areas, you could build more subtantial terminal facilities than a portakabin. You could add scheduled services so that the airport provides lifeline routes to the local communities. You could have local weather reporting.
Lots of ways to improve really, and none of them that rule out a thriving location for GA traffic as well..
