It really shouldn't be any different...they rotate positions don't they? I don't know whether the Radar and Tower are co-located.
Kinabalu isn't all that bad...Lumpur radar is. To my knowledge I've never had to hold over SIN airspace no matter how busy Chagi was. I've had to hold for up to 1/2 an hour all over KL airspace no matter if you're coming from North or East or South.
Ironically they clear you for 10 miles final high speed after that.
And then you have to slow down right before finals because they overestimated how fast you were.
